Question -  When a business starts a FBO PMA/ Ministry, but they rent, do they need to tell the Landlord and have them sign their PMA?

Answer - The landlord does not need to be a PMA and while it's nice, they don't have to be a member, they are renting to a private organization doing private business and have no right having a say in what the organization does as long as it's legal/lawful (whatever the right word is since there's always discussion about those two being technically different). The PMA is not open for public accommodation and does not have to comply with public accommodation laws or mandates.
